Society of free economy(Environment capital) preventing global warming

　On assumption that capacity of environment is precious and equally provided to each individuals and right of CO2 emission(quota) is also equally divided amongn all individuals, following practical proposal for the society of free economy can be made.

　1. Total volume of CO2 emission allowed to the level of global warming prevention will be equally divided and then provided to each individuals.Tickets, of which total value is equivalent to the divided volume, will be delivered to each individuals at the beginning of each fiscal year. (Total volume of emission allowance divided by population equals number of delivered tickets to each individuals.) (Deliver tickets to individuals only).

　2. Each enterprises will specify number of tickets of its own and at their discretion to be worked out from their consumption of fossil fuel for all products. Product purchasers will pay for the product and at the same time provide emission tickets to enterprises. Enterprises will collect tickets, of which total value is equivalent to their total consumption of fossil fuel, at the end of each fiscal year.

　3. Trading system will be established for emission tickets. Ticket remains can be sold and the other way round tickets can be bought if people spend their delivered tickets. (One example is that securities exchange can deal with the tickets as one additional item.)

　Points are total volume of emission be equally divided and delivered to eachindividuals, enterprises collecting from individuals emission tickets of which value corresponds its consumption volume of fossil fuel or total sales volume and trading of the emission tickets.

　I(We) believe that this world will not need pension system, unemploymentinsurance and welfare system any more and can eliminate poverty if the society of free economy, where trade of environment capacity is one of core factors of economy, is realized.
